An international air travel adaptation levy targeted at international air passengers is one mechanism with the potential to raise significant resources to support climate change adaptation. This paper estimates the likely contribution of an international air passenger levy to adaptation funding under various assumptions. It focuses on the economic potential of an IATAL and provides a basis for stronger international engagement with this scheme and provides pointers towards more specific examinations. This is a consultation document and the author welcomes comments and feedback.
