This paper focuses on the role of public policy and of public sector actors in middle and low-income countries in CSR. It offers a framework for considering the range of potential roles and opportunities that exist for them not only to mitigate negative
impacts of CSR but also to harness its potential positive benefits for public policy. As a call to action, CSR has mostly been directed to businesses themselves. The strategic challenge for government at national and local level is how best to adapt
and shape an agenda that has been largely market-driven and market-oriented.
