The 2002 Monterrey Consensus on Financing for Development (FfD) was the first major international agreement to focus attention on development financing issues, with the Millennium Summit and agreement on the Millennium Development Goals (MDGs) providing the backdrop. Monterrey included commitments on aid, but also a number of other issues being emphasised in the post-2015 financing agenda.
