Preface: Wagging the dragon's tail: emerging practices in participatory poverty reduction in China (PLA 62)

The preface to Participatory Learning and Action 62 is written by Alan Piazza from the Social Development Department of the World Bank, who describes how an increasing understanding of poverty by the World Bank and close cooperation with the government alleviation agencies in China has led to better targeted projects and a growing recognition that participation of the poor is critical for more effective poverty reduction.

In this article, Alan Piazza gives some background to the Poor Rural Communities Development Project (PRCDP), a community-based project carried out in southwest China and from which many of the case studies in this special issue of Participatory Learning and Action are drawn.
