A new overarching Low Carbon Development Strategy (LCDS) sets out Guyana’s view on how a platform for partnership can be created in which developing countries are seen as equal partners in the search for solutions to mitigate climate change. The Guyana position on climate change argues for incentives for countries with intact rainforests.

The multi-stakeholder consultation process required to engender this change and to engage international partners is taking place in 2009. This document outlines the framework and process for the consultation and the independent monitoring role that will be undertaken by IIED.
