Introduction This report summarises the discussions and outcomes of the second meeting of the above research programme. The research, funded by the Social Science Unit of the UK's Department for International Development (DFID), is being carried out in 3 African countries ­ Ghana, Ethiopia, and Mozambique over the period 2002-2005. This second mid-term workshop provided a valuable opportunity for the research teams to discuss findings of the first phase (September 2002- October 2003) and plan the second phase (November 2003- January 2005). The end of project workshop will take place in Ghana in the last week of January 2005 and the main aim will be to discuss the final outputs of the research as well as the policy-related work carried out. The final phase (February-June 2005) will consist of refining and publishing the outputs.
