This paper shows how communities in Windhoek have been initiating Local Agenda 21-type activity by identifying their needs and priorities and organising around finding solution to them. They have developed a relationship with the City of Windhoek Local Authority which, although in early stages, fulfils the principles of Agenda 21 through addressing environmental issues in partnership with all stakeholders. By ‘environmental’ this paper means household environment issues such as access to water, sanitation and solid waste, rather than the more usual ‘green’ interpretation.
