There has been increasing pressure from some governments and NGOs to restrict international trade in waste, in the belief that each nation should address its own waste disposal prroblems. In this paper a Material Balance Flow Model is developed which describes the liffe cycle of paper products in India. Results from model simulations investigating the impact of trade in non-toxic waste suggest that trade in India brings both economic and envirronmental advantages. Moreover, imported and domeestic waste paper are complementary and therefore, imports do not compete with the domestic recovery sector.
