Pastoral Economy, Property Rights and Traditional Mutual Assistance Mechanisms Among the Ngorongoro and Salei Maasai of Tanzania

Based on fieldwork among the Maasai of northern Tanzania between 1991 and 1993 this report has two major themes: The first is covered by a detailed description of the pastoral property rights system, which leads to a discussion of pastoral ecology and herding strategies. The second covers pastoral economy, herd dynamics, alternative subsistence strategies, and mutual assistance networks, which include unique clan-based institutions for redistribution of stock to needy families. The author offers a design for a development project aimed at rebuilding the pastoral economy. A set of sub-projects, including community involvement in development project planning and management, and the strengthening of veterinary health are also presented.
