Making Law Work for the Poor

Lorenzo Cotula

Opinion paper, 6 pages

This paper explores the extent to which legal tools can contribute to improve the lives of poorer groups in both developing and developed countries; the conditions under which this is possible; and the constraints that such tools face in the pursuit of this aim. Cotula aims to spark reflection and debate on these issues, not come up with definitive answers, in this short piece.

This paper has been produced under IIED’s Legal tools for citizen empowerment project.
