New ideas and substantive experience in shelter finance has increased significantly since the last issue of E&U focusing on this topic in 1993. It is evident from the papers included here that this activity is quite diverse, and that many different agencies are now engaged with extending finance programmes that include savings, loans and sometimes subsidies.

This collection of papers highlights a number of issues within the realm of shelter finance. One is the considerable variation in the framework for financing shelter, with very significant changes in the relative importance of different sources of finance (savings, loans and subsidies). Another is the presence of subsidy finance and the relationship between these programmes and the state. And a third issue is the relationship between financial and political processes of change.

All but the last four issues of this journal are free online.
