Review Note for the 8th meeting of the Green Climate Fund (GCF).

The following note offers analysis of the Investment Framework as it currently stands, and the degree to which the desired paradigm shift will actually occur based on the current design of the IF. The remainder of the note offers an overview of the Board decisions that have been taken on Initial Investment Framework, as well as the technical elements that will be considered at the upcoming meeting in October in Barbados.
