Benefit sharing is a constant theme in the literature on community development. Brian Child describes how revenue distribution has been used to encourage grassroots organisation, and also emphasises the differences between representational and participatory levels of governance. Interestingly, a specific management tool such as a manual has never been developed for participatory revenue allocation.
