INTRODUCTION Most land in sub-Saharan Africa has no registration of who owns it or has rights to use it. Various new initiatives are underway to address this, in the belief that land registration and titling can promote investment, reduce poverty and encourage better natural-resource management. For instance, the Commission for Africa has recognized this need, while the newly established High Level Commission on the Legal Empowerment of the Poor, 1.
