This book examines how policymaking in watershed management has evolved in India. It traces major policy trends in over a decade, and follows the incorporation of a participatory approach that was expected to improve natural resources and alleviate poverty (by seeing how a well-drafted policy alone is not enough to achieve objectives on the ground.) Based on a case study of five districts in Andhra Pradesh and drawing on the wide experience of a number of government agencies, NGOs, researchers and donors, the report adds to the growing understanding of the importance of policymaking that is inclusive, democratic, transparent and people-centred.
