Strategic Environmental Assessment, A Briefing Paper
Describes the nature, rationale, scope and features of the process of Strategic Environmental Assessment (SEA), and discusses the key issues and options associated with its application. It is increasingly argued that many of the environmental problems associated with development projects arise because insufficient attention is given to environmental issues at higher levels of planning and policy making. Similarly, responses to environmental problems at the project level may be constrained by policy decisions. SEA is now being promoted as a process that aims to integrate environmental considerations into decision making above the project level.
