Looks at the potential and actual roles of NGOs within National Forestry Action Programmes, with a particular focus on Papua New Guinea. The background and experience of PNG's National Forestry and Conservation Action Programme is described and some conclusions drawn about the participation of NGOs. This experience is combined with a review of national forest and environmental strategies elsewhere, and generic lessons are derived for developing and facilitating constructive partnerships with NGOs for sustainable forestry, through the formation of new alliances and networks.
