This report presents a critical analysis of the current approaches to managing conflicts over natural resources in dryland Africa with a particular focus on identifying those issues critical to the success of training in conflict management in the pastoral sector. The main body of text examines three major themes:
Why conflicts over natural resources have become increasingly difficult to address.
Why more structurally-orientated responses to conflict have been ineffective, and the potential that new approaches, based on a more holistic and process approach, offer.
Issues that need to be considered include a training programme whose objective is to reinforce local capacity for conflict management.
