This issue includes general articles, as well as a theme section on Deliberative Democracy and Citizen Empowerment

The general section includes:

An article on the ethical dilemmas faced by a community development project working with debt-bonded sex workers in Cambodia.

A report on participatory techniques used to raise environmental awareness among students in Southern Peru.

An article looking at how a community-based approach can be valuable for malaria control and dissemination of insecticide treated bednets, based on a project in Chad.

A tribute to Jimmy Mascarenhas, a key innovator and disseminator of PRA who worked with MYRADA in South India and later founded the NGO OUTREACH.

The special theme section in this issue focuses on how to engage ‘the public’ in policy formulation. Currently there is increasing interest from civil society in ideas regarding good governance, deepening democracy and citizen empowerment, particularly how to bring the public or ‘lay’ perspectives into areas where traditionally they have had little or no involvement. This issue draws together some key thinking around public participation, using a range of techniques known as ‘Deliberative and Inclusionary Processes’ (DIPs), including mechanisms like citizen juries, citizen conferences and the like. The majority of experiences with these processes has been in the North, although increasingly they are being adopted and adapted in the South.

The Tips for Trainers section looks at PRA/PLA training.
