Policy Research and the Policy Process: Do the twain ever meet?
James L. Garrett, Yassir Islam
Report/paper, 20 pages
This paper looks at the development of methodologies to evaluate the influence of policy research on the policy making process. It finds that the process is not a linear one. There are more influences on policy making than just research, and in particular, policy research is used to stimulate thinking, and to define the scope of problems and possible solutions.
